Promotion Ceremony Held for HPD Employees


Seven Honolulu police officers and four civilians are moving up the ranks in the Honolulu Police Department. They were honored during a ceremony today at the Ala Moana Beach Park’s McCoy Pavilion.

Promoted to the rank of assistant chief is Lisa Mann. She is a 27-year veteran and will head the Investigative Bureau which consists of the Criminal Investigation Division (CID), Narcotics/Vice Division, Traffic Division, and Scientific Investigation Section. Prior to her promotion, she was the major of the Professional Standards Office. She has also served as the executive officer for CID and District 6 (Waikiki).

Promoted to the rank of major are Gregory Osbun and Rade Vanic. Osbun has 21 years of service and will command District 2 (Wahiawa). Prior to promotion, he was the captain at the Training Division and District 2. Vanic is an 18-year veteran and will command the Information Technology Division. He most recently worked in the Office of the Chief and is spearheading the department’s body camera pilot program.

Promoted to the rank of captain are Scott Goeas, Raynor Ikehara, Phillip Johnson, and Mikel Kunishima. Goeas has 21 years of service and will serve as executive officer for the Training Division. Ikehara, a 29-year veteran, will be the second-in-command of the Human Resources Division. Johnson has 26 years of service and will be the executive officer for the Narcotics/Vice Division, where he is currently assigned. Kunishima is an 18-year veteran and will continue to work in the CID, where he will oversee felony property crime investigations.

Ms. Natalie Chu was promoted to Private Secretary I, Office of the Chief; Ms. Jamie Napuunoa-Beppu was promoted to Private Secretary II, Office of the Chief; Mr. Brian Tom was promoted to Accountant 5, Finance Division; and Ms. Lori-Ann Yamaguchi was promoted to Senior Clerk Typist, District 1 (Central Honolulu).
