The Honolulu Police Department Traffic Division is responsible for four major functions:
- Traffic related criminal investigations
- Traffic control and enforcement
- Traffic safety education
- Parking enforcement & Collections
The Traffic Division is comprised of several details that are responsible for a variety of specific functions:
The Vehicular Homicide Section (VHS) – Investigates motor vehicle collisions, which result in critical injury or fatality, and various other felony traffic crimes.
The Solo Motorcycle Detail – Facilitates flow of traffic during peak traffic hours in the morning and afternoon on the public streets and highways. They perform escorts for parades, visiting dignitaries and other events that require traffic safety. The officers also participate in community events such as the “Say Hi” school program. The detail also enforces all traffic laws and regulations.
The Night Enforcement Unit (NEU) – Is responsible for traffic enforcement of our roadways during the nighttime hours. Their primary function is to reduce the amount of impaired, distracted and speeding motorists on the roadway, in the hope to reduce Critical and fatal collisions.
Fled Scene Follow-up Detail (FSFUD) – Investigates motor vehicle collisions and other misdemeanor level traffic crimes. FSFUD Officers are primarily tasked with locating drivers that have fled the scene of the motor vehicle collision.
Parking Enforcement and Collections Section (PECS) – Our Parking Violation Clerks and Meter Mechanics help regulate and upkeep our public parking areas.
The Traffic Division also leads the Junior Police Officers (JPO) program. The JPO and School Traffic Monitors (STM) details provide traffic safety education and assistance for elementary school students. The program started in 1921 and is the only student traffic assistance program in the nation. The JPO program currently provides services to 120 schools on Oahu during the school year.
Another related program under the Traffic Division is the Volunteer Special Enforcement Officer Program (VSEO), which consists of civic-minded volunteers who are trained and commissioned by the department to enforce the laws that govern the use of parking spaces, which are reserved for persons with disabilities.
