Personnel shall document and route gang membership
information in accordance with this directive.
BACKGROUND
During their tours of duty, field and
investigative personnel will come into contact
with individuals who are found under suspicious
circumstances, who conduct illegal activity, or
who are subject to arrest based upon probable
cause or warrant. Some of these individuals will
claim affiliation, membership, or association with a gang.
FIELD INTERVIEWS AND POLICE REPORTS
A. All gang information gathered, either by
field interview or arrest, shall be entered on
the Gang Recognition, HPD 187 form.
This form shall be used to document all gangs,
gang members, and gang member associates.
B. Original police reports shall be processed
and submitted in accordance with policies
and procedures but shall not include HPD-187
form originals..
C. Copies of police reports relating to gang
activity and the original HPD 187 form shall be
sent directly to the supervisor of the Crime Analysis
Unit (CAU), Criminal Investigation Division. The
HPD-187 form is covered under Title 28, Part 23,
Code of Federal Regulations (28 CFR Part 23); and
as such, under no circumstances shall a copy of the
HPD-187 form be submitted to the Records and
Identification Division with the original report.
The copy of the police report and the original
HPD-187 form shall be sent in a sealed envelope
via intradepartmental mail to ensure that the
information is not accessible to unauthorized individuals.
D. The Community Affairs Division, Criminal Investigation Division,
Narcotics/Vice Division, Intelligence Enforcement Unit, and each patrol district
shall assign a liaison who shall provide gang-related
information to the CAU and attend departmental
gang-related meetings as scheduled.
REGIONAL INFORMATION SHARING SYSTEM (RISS)
A. The CAU shall be responsible for
entries of gang membership information
entered into the Western States Information
Network’s Regional Information Sharing
Systems National Gang Program’s (WSIN RISSGang) database.
B. The supervisor of the CAU shall ensure
that the information entered into the RISSGang
database is in compliance with 28 CFR Part 23.
C . The CAU supervisor or designee shall
be the only person to obtain, input, or modify
any data provided to or obtained from the WSIN RISSGang database.
