The Honolulu Police Department (HPD) participates
in the statewide witness security and protection
program authorized by Chapter 28, Section 101, Hawaii Revised Statutes.

I. The Witness Protection Program shall be
the responsibility of the Specialized Services Division (SSD).

II. Guidelines for staffing, assistance to
HPD elements, and the upkeep of necessary records
shall be appropriately spelled out in the division’s manual of operations.

GUIDELINES
Special city and state funds allocated to the SSD
shall be used for witness protection.
A division may apply for witness protection by
contacting the SSD commander or executive officer.
Applications shall be completed and forwarded to
the Chief of Police for approval.
Divisions shall be notified upon approval of their applications.
