The Honolulu Police Department (HPD) shall
conduct construction site inspections to ensure
compliance with the Manual on Uniform Traffic
Control Devices and to facilitate the flow of traffic.
GUIDELINES
A. All patrol district commanders shall
establish procedures for construction site
inspections to ensure the safety of the public
and to facilitate the normal flow of traffic in their district.
B. Guidelines for the inspection are
detailed on the CONSTRUCTION SITE GUIDELINES,
HPD-57B form. The requirements for traffic
control devices are listed on the REQUIREMENTS
FOR TRAFFIC CONTROL DEVICES – STATE OF HAWAII, HPD-57E form.
1. Beat officers are to contact the
sector sergeant for guidance should any violations
exist or questions arise.
2. All sector sergeants shall be responsible
for the inspection of construction sites in their
sectors to ensure that the sites are in compliance
with standards for roadway closure and warnings.
Corrective action shall be taken when violations are observed.
C. Whenever a citation is issued for a
violation of rules and regulations imposed
by state or county authority, the issuing
officer shall also generate a miscellaneous
crime report utilizing the Incident Report,
HPD-192 form, to document the violation.
