On Thursday, March 13, 2025, from 8:00 AM to 4:00 PM, the HPD Traffic Division’s Night Enforcement Unit (NEU) conducted a pedestrian safety enforcement operation along Nimitz Highway and Ala Moana Boulevard. This operation aimed to address the recent rise in pedestrian-related fatal and critical collisions. The enforcement focused on pedestrian-related offenses—such as jaywalking, crossing against a red hand signal, pedestrians in the roadway, and vehicles failing to yield to pedestrians in crosswalks—as well as speeding, distracted driving (mobile electronic device use), and dark window tint that can obstruct a driver’s view. Six NEU officers conducted the enforcement, yielding the following results:
Citations:
- Moving Violations – 20
- Mobile Electronic Device – 10
- Pedestrian-related Violations (jaywalking, crossing against red palm, pedestrian in roadway, vehicle yield to pedestrian in crosswalk, etc.) – 17
- Tint Violations – 23
- Miscellaneous Violations – 39
Arrests:
- OVUII (Drugs) – 2
- Driving While License Revoked – 1

The Traffic Division reminds our community that traffic safety is a shared responsibility. Drivers and riders must watch for pedestrians, stay focused on the road, slow down, and never drive impaired. Pedestrians can also help prevent these tragedies by obeying traffic laws, wearing bright or reflective clothing, and staying aware of their surroundings. Even when you have the right-of-way, it’s critical to stop and look for vehicles or hazards. Making eye contact with drivers before crossing a street or driveway is also a good practice.
