File a Non-Emergency Police Report
Welcome to the Honolulu Police Department’s Online Citizen Police Report System. This system facilitates the creation of police reports for certain non-emergency incidents remotely over the phone.

The Online Citizen Police Report System allows citizens to submit a request for a non-emergency police report to be generated for incidents that occurred on the island of Oahu only. If the incident happened anywhere other than the island of Oahu, please contact the police department in that jurisdiction.
Please read before proceeding
Confirm the following to find out if the Online Citizen Police Report System is right for your situation:
- Is this an emergency?
- Do you require an officer to respond to your location?
- Did this incident occur somewhere other than the island of Oahu?
- Is the suspect there or known to you?
- Does this crime involve weapons (i.e. knives or guns)?
- Are there any witnesses to the incident with you now?
- Are you trying to report a motor vehicle collision?
If you answered YES to any of the questions, please call 911 to report the incident.
If you answered NO to all of the above questions, you may be able to file your police report online. Please make sure to turn off your pop-up blocking software before filing the report.
As part of this online police report request process:
- Once a report request is received, a police officer will contact you via phone. The caller ID will show (808) 768-0000. Please answer when called or be sure your voicemail can accept messages if you are unable to answer. The police phone number does not accept calls or messages so please try to answer.
- Information submitted and provided over the phone will be reviewed by a police officer. Once the necessary incident information has been obtained by the officer, you will be given a police report number.
When the Online Citizen Police Report system is accessed, a list of report types that can be generated using the online report system will display. Please review the entire list which includes incident types and examples. If your incident type is not listed on the list, please call 911 to file your report.

Requests for copies of police reports and body-worn camera (BWC)
footage may be made through email, mail or in-person.
The Records Unit is open Monday thru Friday from 7:45 a.m. until 4:00 p.m.
We are closed on weekends and State Holidays.
REPORT RELEASES
The Honolulu Police Department releases reports in accordance with the Uniform Practices Act (UIPA) of the Hawaii Revised Statutes (HRS) Chapter 92F-13. This includes redactions (blacked out) such as names, home addresses, social security numbers, dates of birth, and telephone numbers.
Reports are releasable if:
- The investigative processes are complete and
- The case is closed
For Motor Vehicle Collision (MVC) requests please contact the Records Division at 808-723-3258 to see if the report is able to be released.
***Some requests may require additional documents.
If a criminal report is not releasable AND you are a complainant, witness, victim, or authorized representative, you are eligible to receive a verification letter.
NO medical reports, temporary restraining orders (TRO), injunctions or court documents, clearance letters or criminal abstracts for individuals will be released.
The Honolulu Police Department does not conduct background checks or provide routine assistance with personal or academic research projects. For an official summary of your arrest record, please refer to Additional Resources below.
WHAT TO EXPECT
Upon receiving your request you may be contacted for the following reasons:
1. Missing documents or additional information required to process the request.
2. Provide the status of your request, including when the case may be available for release.
3. Provide a cost estimate to reproduce the reports.
Reports larger than 10 pages may not be available for same day release.
FEES & PAYMENT
FEES:
The cost for a report copy is $0.50 for the first page and $0.25 for each additional page.
The cost of a verification letter is $1.00 for the first page and $0.25 for each additional page.
The cost for colored copies is $0.65 per page.
You will be notified if a deposit is required prior to work being initiated.
PAYMENT:
Payment is accepted in the form of cash, check, or cashier’s check prior to releasing documents. Please make checks payable to the
City and County of Honolulu.
We do not accept online, credit or debit card payments at this time.
REQUIRED INFORMATION
For each request we require the following:
- Name, phone number, and email address of the requesting party.
- Police report number(s) or date, time, and location of incident.
- Type of report (MVC, Robbery, Assault, etc).
- Name(s) of the person involved.
- Indicate if request is for police reports, body-worn camera (BWC) videos, or both.
- A self-addressed stamped envelope (SASE), large enough to contain the report with sufficient postage to mail the documents.
- For government agencies, please submit your request on government letter head with a signature affixed.
- For requests involving juvenile suspects, you must have a Family Court adjudication verification letter for the request to be released.
- If you are the next-of-kin requesting for a police report, you may be required to provide a birth certificate or death certificate or other acceptable form showing the next-of-kin relationship.
- If you are requesting on behalf of another individual, you may be required to provide the following:
- A copy of the requestor’s identification (example: driver’s license, passport, state identification card
- A notarized and signed request letter
If multiple requests are being submitted please ensure each request contains the required information.
Full payment is required prior to reports being released, and some reports may not be releasable at the time of the request. For large or complex requests a deposit may be required prior to work being initiated.
REDACTIONS
In accordance with the UIPA of the HRS chapter 92F-13, all report copies released to individuals will have personal information such as names, home address, social security numbers, date of birth and telephone numbers redacted (blacked out).
All information concerning juveniles will also be subject to redactions.

FREQUENTLY ASKED QUESTIONS
When should I use 911 vs. Online Reporting?
Call 911 when the incident you are reporting is in progress and the on-site presence of a police officer is necessary to address the matter (burglary in progress, incident involving injuries, quieting loud neighbors, etc.)
Additionally, if an officer is already present at the scene, you know the identity of the suspect(s) involved, there are witnesses to the incident present, or a weapon (knife, gun, etc.) is involved, do not report online.
Also, please contact the law enforcement agency where the incident occurred if the incident occurred outside of the island of Oahu.
What happens when I submit an online report request?
When a report request is submitted via the Online Citizen Police Report System portal, an email confirming your submission will be sent to you. The report is assigned a tracking number and is reviewed by a police officer. The police officer will contact you via phone. Once the necessary incident information is obtained, you will be given an HPD police report number by the officer.
The Online Citizen Police Report System is staffed Monday through Friday, excluding holidays. Please allow up to two (2) business days for the completion of your police report. To avoid confusion, we ask that you only report once. If you have reported your incident via the online reporting portal, please do not report elsewhere.
Do I need to give my name in order to make a police report online?
Yes. Anonymous reporting is not an option with the Online Citizen Police Report System. Your name, email address, and phone number are required to report online. However, you are not required to register on the site and it is not necessary to download any application.
Can I access the Online Reporting portal from my phone?
Yes, the system portal can be accessed via the web browser from any computer, tablet, or mobile device with an internet connection.
Can I report a crime that occurred on Oahu when I’m not currently on the island?
Generally, you can report a crime that occurred on Oahu if you are not currently on the island. However, we encourage you to report any crime that has occurred to the police as soon as possible. Reporting the crime while on Oahu is ideal in the event police personnel need to meet with you.
