To place an order for a special duty officer, you must first have an account with us. To establish an account you must submit a special duty application with a copy of your identification to [email protected].
HPD officers on Special Duty assignments are primarily hired to maintain order, provide security, facilitate traffic flow, and take action against violations of the law.
If you would like to hire an officer for a Special Duty assignment, please place your order with the Special Duty Section at least ten (10) working days prior to your event. You must follow up with the Special Duty Section during normal business hours to find out if your request was filled.
-Disclaimer- Your ability to hire off-duty police officers is at the sole discretion of the Honolulu Police Department. We also reserve the right to decline job requests that may be deemed inappropriate for police officers.
New requests
The Request for Off Duty / Special Duty Officer(s) form may be downloaded from this web site. The form may be faxed to you upon request or obtained from our office.
Failure to complete all applicable information on the form may result in processing delays.
Subsequent requests
Once your account has been established, you may fax any subsequent special duty requests and be invoiced for the service fees.
Amending requests
Any amendments to the initial job request must be submitted in writing on the SPECIAL DUTY CHANGES/CANCELLATIONS FORM and faxed or emailed to [email protected]. To ensure the safety and security of both the public and our officers, each job request is reviewed for sufficient staffing, and we may make recommendations. We reserve the right to decline requests if the requestor does not agree to hire the appropriate staffing for the request.
Late Submissions
There are limitations to when a job can be received in order to put it into the system. Job requests may be denied if they are submitted too late. Please contact our staff for more information.

Requesting bicycle officers
Bicycle officers can be requested for special duty assignments. There will be a travel time surcharge (travel time from the station, to the job site, and return to the station). There is also an equipment fee of $10.00 per bicycle.
Supervisory requirements
Requests must include the hiring of supervisors as follows:
- For every four (4) officers requested – 1 sergeant is required
- For every three (3) sergeants requested – 1 lieutenant is required
Supervisory staffing requirements will be reviewed and may be adjusted by the Major Events Division (MED) Commander or designee.

Falsifying requests
Filing false information on a special duty request form may result in the request being declined. Future requests from the requester may be declined as well.
Additional Information
Applicants must have all permits related to their event available for perusal by officer(s).
Events requiring police officers are either City sponsored, City co-sponsored or not sponsored by the City. City sponsored events receive all police staffing from on-duty resources and no special duty order is necessary. City co-sponsored events receive 50% of the required police staffing from on-duty resources and 50% must be hired via the Special Duty Section. Events not sponsored by the City require that all officers be hired via the Special Duty Section. Sponsorship determinations are made outside the police department by the Mayor’s Office.
